A. Historic Preservation Board – Andrew Humphrey announced that Irene Stemmer was named the Citizen of the year for 2008 by the City of Wayzata. The Council took a short recess to enjoy light refreshments.
B. Second Reading of Ordinance # 690 Wayzata Bay Center rezoning from C-2 to PUD – Passed on a 3-1 vote with Amdal abstaining.
C. Enchanted Woods General Plan PUD Resolution No. 46-2008 – Lecy Brothers – Details include 6 lots with access via an 16 foot road easement from Bushaway Road. After much lengthy debate, the Council recommended approval with a contingency that the easement issue must be resolved in order for building permits to be issued–sunset period of 3 years. Passed 4-1.
D. 415 Indian Mound Design Review & CUP – Resolution No. 47-2008 – A mixed use development of residential and business by Keith Waters and Dana Wells. Passed 5-0.
- CITY MANAGER’S REPORT AND DISCUSSION ITEMS
A. Wine License fee report – Neighboring communities Orono, Excelsior, & Minnetonka charge $2,000 and includes beer. The Council moved the wine license fee down $250.00. from $1,500 to $1,250.
Other items: Manitoba and Rice lawsuit has been resolved.

Workshop on budget and staff
Ameding existing TIF plan and have a public hearing December 16th. Passed 5-0.

A $9,000 grant for Dial-A-Ride will help fund senior transportation.
